Disadvantaged Business Enterprise Program

Public Participation Process

Pine Bluff Transit has established a Disadvantaged Business Enterprise also called (DBE Program). In order to stay compliant in accordance with regulations of the U.S. Department of Transportation, 49 CFR Part 26. Pine Bluff Transit is always searching for products and services. The way Pine Bluff Transit purchase product and services are based on the lowest price; however, your business does not have to be a city or federal government agency for us to buy your service or product.

Not only does Pine Bluff Transit consider the lowest price whenever we are spending money. Pine Bluff Transit goal is to especially consider Disadvantaged Business. For example, a general contractor with little operating capital due to low or not enough sales, minority, or women etc. can qualify as a registered Disadvantage Business Enterprise (DBE).  To see if your business qualifies and to register you must contact AR DOT at 501-569-2000 or www.ardot.gov

Pine Bluff Transit proposed for 2017-2019, a certain percentage of our dollars will be spent with registered Disadvantaged Business in Arkansas. All you have to do is register with AR DOT, offer a type of service, wait for a call from us, and give us your price and availability. All product and services offered will be on a contractual basis.

However, there are internal procedures and timelines that we abide by. The timeline for annual goal submittal is by:

  • March 15- Looking for contracting opportunities for upcoming year
  • May 15- identifying registered DBEs and non-DBEs for upcoming opportunities
  • June 15- End all consultation procedures
  • July 15- Advertise goals
  • August 1- Submit goals to FTA

Pine Bluff Transit is available for consultation with minorities, women’s, or any general contractor group M-F 8a.m to 5p.m at 2300 E. Harding Avenue, Pine Bluff, Arkansas 71601. Just ask for Howard Gurley or cshaw@cityofpinebluff-ar.gov  to schedule an appointment. Pine Bluff Transit proposed goal and its rational are available for inspection during normal business hours at our office for thirty (30) days following the date of the notice.

Pine Bluff Transit is motivated when it comes to consultations. Not only are we available every day of the week for consultation. We are willing and ready to come to where ever your business is located in Arkansas. So far Pine Bluff Transit has traveled to three business encouraging and consulting business of the advantages of becoming a registered Disadvantage business Enterprise.

Written comments on this goal will be accepted for 45 days from the date of this notice.  The comments are for information purposes only and may be sent the DBE Office, same address, or to the Regional VI Civil Rights Officer, Federal Transit Administration, Region VI, 819 Taylor Street, Room 8A3T, Fort Worth, TX, 76103. The purpose of a scheduled timeline for comments is so that the public can voice his/her concerns in regards to our DBE goals. All comments are accepted and could require adjustments of Pine Bluff Transit goal.
